The Annexation
Currently about 50 of the 66 acres in the City's "sphere of influence" off of Big Ranch are going through an annexation process to be in the city. This is spearheaded by one of the owners who owns 25 of the 50 acres. They have hired legal counsel and a private engineer to expedite the process for development. Napa upleveled all 66 acres (bordered by Pheasant Court, Rosewood, and Old Vine Way in the south) from Low Density (<8 homes/acre) to Medium Density (8-18 units/acre) in the city's last general plan 2 years ago. With this uplevel, there could be upwards of 1000+ units in this area (townhomes, 4 plexes, etc).
The Concerns
We are very concerned about the medium density in this rural area and the impact on the environment/wildlife. We are concerned because we do not believe Big Ranch is set to handle 1000 new homes that all would be car dependent especially as the plan has Trower going through to Big Ranch. Big Ranch currently backs-up sometimes to Rosewood and has limited shoulders creating a risk for emergency access vehicles to access the current houses and developments.
Where we are today
About 20 of us joined the City Planning meeting in September to express our concerns. The annexation was passed unanimously to recommend to City Council. We then organized and started the website, signs and hired legal counsel. Legal counsel stated a new EIR is needed for annexation at the City Council meeting in December 2024. This had put the annexation on hold.
